Open the configuration in the admin panel under Manage > Plugins via the plugin Tab Swap. The field labels appear in English in the default language.

The option's description in the admin panel reads: When enabled, the Reply and Internal Note tabs will be swapped, making Internal Note the default active tab in ticket view.
