When the setting Small business regulation active is switched on for the sales channel, the plugin replaces five places in the storefront. When it is off, all places render Shopware's default texts.

So with the regulation active the checkout does not show "no tax line at all" but a fixed line "VAT: None (§19 UStG)". Only the net total row is dropped.

The plugin only replaces displays, the amounts come from Shopware.
The plugin uses Shopware's block override system (sw_extends). A theme that overrides the same blocks can replace the plugin's output. In your own templates you query the state with the Twig function mmd_small_business_active():

The function returns true or false and determines the sales channel from the storefront context or from the order of a document.
